This is a standard form of mercury barometer used for precise measurements of atmospheric pressure. At the lower end there is a reservoir that can be raised by a screw to set the mercury level against a pointer. A marker is then set level with the top of the mercury meniscus in the column and the exact height can be read with a vernier scale. This scale is calibrated from 69 to 84 cm and 28 to 33 inches.
A thermometer calibrated in both Celsius and Fahrenheit is fixed to the front of the column.
