In 1909 to set the rate of the standard clock (P0831) it was necessary to make observations of the stars. This telescope was mounted in a South facing window at the top of the Poynting Building to determine the time of transit of a chosen star across the meridian. It was mounted to tilt only about a fixed horizontal axis so that the azimuth could be adjusted from day to day. A spirit level and scale record the azimuth.
