This is a machine used in telegraphy to record electrical pulses on paper tape. The 1 inch wide tape is driven by a clockwork mechanism powered by a weight on a chain that hangs below the instrument (not visible in images). This mechanism is wound by a key (missing) that fits the square peg on the front. Two signals can be recorded simultaneously by pens that dip in an ink reservoir and touch the tape.
