This is a sealed glass vessel with electrodes at its ends. It will contain gas at low pressure so that it can sustain an electrical discharge. Inside is a paddlewheel with mica vanes that runs on a pair of glass rails. The purpose is to demonstrate that the electrons or ions in the discharge carry momentum and can turn the paddle so that it runs along its rails.
