Youngest of 6 children (5 girls and 1 boy) and daughter of John and Margaret Nettlefold.
Born in 1909 Valerie was a student at Edgbaston High School for Girls. Valerie followed her father into the town planning profession, studying Estate Management at London University as a mature student. Valerie became involved with the Royal Town Planning Institute, through which she met her husband Peter Tennant at a housing estate meeting in London. The marriage in 1938 produced three children; Alison, Fiona and Sheila.
