This instrument is for measuring large static voltages, in this case up to 1800 V. The principle is that of a quadrant electrometer. A stack of metal vanes is mounted on a torsion suspension and can swing between set of fixed plates. When a voltage is applied between the vanes and the plates the vanes move twisting the suspension, and the resulting deflection is read off from a pointer fixed to them. By the nature of the device, the scale is very non-linear.
